Impacts of 1997–98 El Niño– Generated Weather in the United States

چکیده
The societal, economic, and environmental impacts of weather events and climate conditions in the United States normally vary spatially across the nation, and for any given period such as a season or year, the impacts reveal a mix of regional winners and losers. This was certainly true with the impacts resulting from El Niño-generated weather during 1997–98. The early official predictions of more storms in parts of the nation and heavy precipitation for the South and Far West (Climate Prediction Center August 1997) created concerns about damaging impacts. The Federal Emergency Management Agency (FEMA) (1997a,b) issued warnings to promote mitigative activities, and with the help of considerable media hype (Glantz 1998), a nationwide perception developed that all “El Niño weather” was going to be damaging. For example, FEMA (1997c) releases and the Financial Times (1997) tied the strong El Niño 1997–98 conditions to the huge U.S. losses from the equally strong El Niño of 1982–83, with 161 killed and losses of $2.2 billion (1983 dollars). Such citations likely resulted from El Niño forecasts that included comparisons of the strong (warm) El Niño of 1997–98 to the magnitude of the 1982–83 event [Climate Prediction Center (CPC) 1997]. California newspapers focused on the 1982–83 losses in California, which included 14 killed and $265 million in damages (San Francisco Chronicle, 1997; Sacramento Bee, 1997). This helped lead to considerable concern and launched major mitigation endeavors in California where storm and rain predictions were ominous. How Much Skill Was There in Forecasting the Very Strong 1997–98 El Niño?
The very strong 1997–98 El Niño caused dramatic worldwide changes to weather patterns, such as drought in Indonesia, extreme rains in Peru and Ecuador, and a shutdown of the Atlantic hurricane season (Bell and Halpert 1998). While past El Niño events have also produced similar though not as large effects, this was the first El Niño in which national meteorological centers made accurate forecast...
متن کاملThe Impact of El Niño on Water Resources
El Niño a natural weather phenomenon occurring in the Pacific Ocean when warm waters of the western coast of South America replace the colder nutrient rich waters can cause severe impacts on the weather patterns of the world. These shifts in weather patterns can subsequently have an impact on the distribution of freshwater resources on a global scale. These impacts range from droughts in some p...

In addition to its geographic prominence, the Middle East region possesses an important position in foreign policy of great powers especially the United States. Through the implementation of different policies, these powers seek to secure their interests and interpret historical events into their own interests. Muslim nations' uprising is one of the most important developments in the Middle Eas...
متن کاملInterference of extratropical surface climate anomalies induced by El Niño and stratospheric sudden warmings
[1] The El Niño/Southern Oscillation (ENSO) and stratospheric sudden warmings (SSWs) each induce significant surface climate anomalies in Northern latitudes during winter. Nonetheless, possible connections between the impacts of the ENSO and SSWs remain relatively unexplored. Using both observational analysis and global climate model (GCM) experiments, we show that the impacts of El Niño and SS...
متن کاملPredictive Skill of Statistical and Dynamical Climate Models in SST Forecasts during the 1997–98 El Niño Episode and the 1998 La Niña Onset
In the last decade and a half, our improved ability to forecast El Niño–Southern Oscillation (ENSO) warm and cold events (El Niño and La Niña, respectively) at longer lead times can be attributed to several factors. Foremost among these are our increasingly improved data observing and analysis/assimilation systems, higher computer speed and storage capacity, and increased understanding of the t...
